Leading EiB’s operations in Ireland is Operations Director John Ennis, with extensive experience in the Irish infrastructure market. Based in Dublin, John brings a wealth of local knowledge in bid strategy, stakeholder engagement and technical writing. His leadership ensures every submission is not only compliant but compelling, tailored to the unique expectations of both Irish and Northern Irish contracting authorities.

With over a decade of experience in procurement and bid management across Ireland, John has supported clients in the public and private sectors to secure complex, high-value contracts. His work spans multiple sectors, including transport infrastructure, water and wastewater, energy and social infrastructure. This includes leading and supporting successful tenders across frameworks and projects funded by Transport Infrastructure Ireland, Uisce Éireann, Iarnrod Éireann and the National Transport Authority (NTA), among others.

Bringing a background in construction and contracts management, John offers a deeper understanding of the technical and practical aspects of bidding, enabling him to share valuable insights with clients and strengthen the quality and competitiveness of submissions.
